Tamil Nadu Electricity Regulatory Commision issues order on Net metering in Tamil Nadu

The TNERC had issued an order related to the Tamil Nadu Solar policy. This order follows the comments and feedback the TNERC received for its consultative paper on the policy(The consultative paper can be accessed here).
The order covers the following areas
a. Solar Purchase Obligations(SPO) – the order clarifies on the RPO obligated entities, the enforcement mechanism and the “forbearance price”.  The “Forbearance price “set by the Central Electricity Regulatory Commission(CERC) is Rs. 13400/REC ( or Rs. 13.40/kWh).(Click here for more details).
b. Net metering – The ruling on net metering is quite interesting and will have a huge influence on the deployment of rooftop PV systems. The ruling is reproduced below.

4.3.1 For Domestic Rooftop Solar generators, the consumer meters shall be replaced with suitable meter(s) for net metering. The meter/meters for net metering shall be installed by the distribution licensee at the cost of the consumer/generator.
c. LT Connectivity
4.4.1 The TANGEDCO shall evolve a detailed procedure for LT connectivity and get the same approved from the Commission. The procedure shall include make and standards for inverters, harmonics standards, synchronization to the grid, safety/protection norms,norms for generator capacity versus connecting voltage etc.
d. Renewable Energy Certificate to be issued to solar generators under the Policy
 4.5.1 For the operation of REC instrument as prescribed in the Policy, the TANGEDCO shall evolve a procedure for accreditation, issuance and trading of REC for the Solar generators established in Tamil Nadu and get it approved by the Commission.

    DOES ANYONE CLEARLY KNOW / ADVISE – WHAT IS THE “CUSTOMS DUTY” APPLICABLE ON “DOMESTIC SOLAR SYSTEMS”.
    WE WOULD LIKE TO IMPORT “SOLAR KITS” FROM 1 TO 5 KW AND WOULD LIKE TO KNOW THE DUTIES & TAXES APPLICABLE ( VIZ. CHENNAI OR TUTICORIN PORT) TO FIX UP OUR COSTING.
